Sounds like it was just some random noise in the background, like the person forgot what they were supposed to say.

got a call from some bloke claiming he was from the blocking dept or summat, sounded like he was Indian. when i asked where he was calling from, he just dropped the call on me. these scam calls are getting ridiculous nowadays!
