Looks like this is a REAL phone line for blood donors, so if you donate blood don't block it. BUT there are some suspicious scam reports here, so be cautious. Maybe scammers have cloned this number, or perhaps some religious folks who oppose blood donations are spreading false info. (In the Bible, when it says not to take blood, it was mostly because ppl used to stab others in battles back then. Still sound advice nowadays tho.)
