Add their number to your contacts first, then just head over to your phone settings and block it. I've used this method for a couple of annoying telemarketers and it really does the job.
By the way, they sometimes ring from 0161 241 1718 too.

They usually ring about three times then hang up. If you manage to pick up, just stay silent and don't say anything, basically give them a little taste of their own medicine!
