Ughhh, total scam, honestly.

Beware, this number seems to belong to Boohoo, but if you call it, you reach them alright. The problem is, other folks use it to ring you up and demand some sort of payment. I got in touch with Boohoo myself and they confirmed it’s a scam - they said they would never request any money from customers like that.
