Its a recorded service for booking at the Luton and Dunstable hospital. When you ring back you have to press through a series of automated options to reconfirm an appointment that youve already got in a letter. 01582 491166 is actually the number for L&D hospital. Are you sure you got that right? It is a Luton number but the locator shows Luton town centre. The locator could be off as the UK doesn't really allow phone listings to be public because of the Data Protection Act.
