This has got to be one of those postal rebate scams, watch out!

I found out this number is actually from a councillor at East Leake Parish Council, Leicestershire. But it looks like someone has been faking it to make unsolicited calls. The councillor has mentioned that quite a few people, myself included, have been ringing back after seeing missed calls and getting confused.
