They claim to be from a bank (never say which one) and warn that two charges have been taken from my account, including a foreign transaction, but never mention any actual card details. They then prompt you to press 1 or 2 to either cancel the payments or talk to someone. It's clearly a scam aiming to scare people into pressing a button and getting drawn in.
