Had pretty much the same thing happen here, picked up and there was nothing, just silence on the other end. So yeah, what that other person said seems spot on to me.

Picked up the call but there was no one talking or any background noise like a call centre. I’m gonna mark it as harassment since even if it was by mistake, they’d usually say something like “sorry, wrong number”.
