This isnt a scam, just a bloke with an incredibly thick Indian accent thats really hard to get. I passed on the feedback from the comments here to the actual company and they seem legit.

Really tricky to figure out who was on the other end - didn’t catch a proper name or which company they were from. The person spoke really fast with a heavy accent, English wasn’t great. It gave me a strong call centre vibe, probably from somewhere in the Indian subcontinent. They were talking about a stress engineer job and then started haggling over the rate like some kind of reverse auction before they put me on hold. All in all, it felt a bit dodgy and quite hard to follow.
