The person on the line clearly had a foreign accent and struggled with the English language. Based on my experiences in Africa, I’d wager he's likely from Nigeria. I chose to end the call right there. If this number tries to reach you, I’d recommend simply disconnecting.

I got a call from some random number and when I asked why they were ringing me, they just cut the line straight away.

Got a call from Smith Care Comfort following up on some robot-spam a few weeks back about an accident I'd supposedly had. Tried telling the bloke several times I was busy and didn't want to chat, then just ended the call, but he rang me right back. Proper hard to shake off. Would definitely say steer well clear of these lot!
