Phone just cut off when my voicemail started, guessing its another scammer since thats all I keep getting these days.

Heaps of noise like a call centre in the backround. The person wanted to find out if I lived in a council house. When I asked where he was ringing from, he just said "I'm Brian" which sounded a bit dodgy to me. Seems like they only want to chat with people in council homes... or maybe it’s just a ploy to get another call later. Could be a scam, but can’t say for sure.
