Total scam. Got a robocall saying my internet was going to be cut off in a day because supposedly my IP got hacked by some foreign countries. They even had the cheek to say "Press 1 to talk to a tech". I googled around to see if others got the same call and found some forum threads warning it’s a scam and telling people to just hang up straight away.
