I've previously encountered the same Asian woman’s voice from several calls using this dialling code, all of which were them feigning concern about my connection speed. I mentioned that I had previously received a call from this number, and he informed me that several others had also raised concerns with him about the same situation. He suggested that it was likely some sort of scam, which I had suspected myself.
