Ofcom can track down which phone company was allocated this set of numbers, and the company has to keep logs of the calls made along with the IP addresses they logged in from. There's likely also a payment trail to whoever’s subscribing, probably somewhere in the Far East, so chasing it up further might be a dead end. This is the sort of mess you get with all this loose regulation.
