I've had a couple of calls from this number today. The caller had a bit of an accent that sounded foreign. It was clearly the same individual, despite the hours that passed between the two calls. Every time I picked up and greeted them with a 'hello', they just echoed it back to me, as if we were stuck in some odd loop! The reception was perfectly fine, so it wasn't an issue with the connection at all. Quite baffling!
