Got a call out of nowhere from someone cold calling. Quite annoying to be honest.

I've been receiving calls lately from a muffled voice with a foreign accent repeatedly asking why I'm not answering my phone. It's become an absolute annoyance with these incessant cold calls. I'm in the process of reporting this matter to Ofcom as it’s certainly not acceptable!
