I must admit, I’m not familiar with either of these companies, and it certainly feels like some sort of phone spoofing or fraudulent activity. I'm not convinced that the phone number is linked to those dodgy scam emails. My theory is that the attachment, which has the exact same file name for everyone, could contain some nasty malware. I strongly recommend steering clear of the attachment altogether and just deleting the email. Better safe than sorry!
