City of Edinburgh Council. It might be someone from CEC itself. You shouldn't ring back for a couple of reasons. First, they want to make sure they know who they’re actually phoning. Second, it’s to make sure you get through to the right team or extension. They’ll give you another ring later on, and honestly, if this was about anything legal or money related, you’d get a letter through the post instead!
