It only buzzed once and then the call just ended. What’s that all about?

So this bloke calls me, knows my name and all, but spoke with a heavy accent. I cut him off right away and said to remove my number from their list. He wouldn’t have it and actually said he’d keep ringing me daily. I just ended the call. Seriously, who’s got the power to put an end to this madness?
