I've come across this number previously. Having gone through the comments, I've decided to block it for good.

I received a phone call purportedly from the Energy Advice Centre based in Burton on Trent. When I pointed out that my number is registered with the Telephone Preference Service and is ex-directory, she suggested she could add my number to their TPS list. I then informed her that the call felt like harassment, to which she responded by saying the conversation was being recorded and that I was the one harassing her! Thankfully, she ended the call quite abruptly.
