Their approach is very much reminiscent of typical American sales tactics, beginning with a steep price before attempting to haggle down to a more palatable figure. In the end, it seems the poor sales reps end up shortchanged since the higher-ups at Head Office swoop in and take control of the transaction, leaving the commission for the hard-working salespeople in tatters.
