I keep getting calls on both my mobile and home phone, it’s really annoying now. Total pain in the neck.

My mum had some repairs done to her conservatory, needing a replacement glass pane. They came to measure on 4th April 2016 and promised they'd get in touch afterwards to arrange when they'd return. But so far, no one has got back to her. She's tried calling this number several times. First time, she spoke to a woman who said she'd follow up but never did. Then today, on 21st April 2016, my mum called again and spoke with someone on reception, explained everything once more, but the call just got cut off. She rang back and now no one picks up at all! I'm starting to wonder if these people are legit or just some sort of scam.
