What I've encountered here appears to be a classic fishing expedition for personal information.

Be cautious, everyone! Do not divulge your verification code to these con artists pretending to be from O2. They’re quite deceitful and intent on breaching your O2 account! They messaged me the code, requesting I relay it back to them, claiming it was part of a scheme to reduce my mobile bill by a whopping 45%. Fortunately, I'm not an O2 customer, so their ploy fell flat. Stay alert and protect your details!

Definitely a con. They said they were from O2 and said I could get 40% off my bill for half a year if I shared a code they’d text me. I looked up the number on another site and it’s been flagged more than 160 times as a scam. When they pressed me for the code, they wanted more info after I gave it, but I asked them to send the offer by email first. No prizes for guessing, they just dropped the call immediately.
