It seems to be a loan company, especially after you've made any recent applications for credit, be it loans, credit cards, or similar. Your details seemingly get tossed around to various lenders. Just today, I received at least twelve calls from this number alone. Whenever you try to block them, they simply switch to a different number and carry on. I hope sharing this sheds some light for others in a similar predicament!
