This number keeps calling me but they just drop the call whenever I pick up.

Someone called claiming to be from a tax refund dept about paying too much council tax. When I told them I wouldn’t share my bank info, the woman got really rude and said "let them just take your money then" before slamming the phone down. Sounds like a total scam to me.
