Like a few others mentioned, they said it was to check if social housing repairs were being sorted out. I asked how they knew I lived in social housing (which I don't, by the way). They claimed my number was in their database. When I pressed them on what database that was, they just ended the call.

No message was left when they called me, which makes me think it’s probably a scam.

I keep getting calls from the so-called Housing Disrepair Team, asking if there’s any issue with my rental that hasn’t been fixed. They call me from loads of different numbers and it’s really starting to annoy me. Honestly, I reckon it’s some kind of scam.

I received a phone call from someone claiming to be representing "Stafford" or possibly "Strafford." The woman on the line seemed utterly disinterested in explaining the purpose of her call and insisted they had purchased my number-an outright falsehood, as I’ve opted out of any marketing communications. She bluntly informed me that she could not remove my details from their database and rudely advised me to contact the Telephone Preference Service instead. In hindsight, I should have simply ended the call; it was clearly a cold call. Her attitude was terribly off-putting, and remarkably, she even confessed to unlawfully acquiring phone numbers.
