They were calling from a local number but you couldn’t ring them back, pretty clear it’s a scam.

Picked up the call but all I got was some music playing. Not really who I was hoping to talk to.

There's no way that's from HMRC. They never ring and drop voice messages. They usually send letters, and they certainly wouldn't threaten you with criminal charges. Owing money to HMRC is dealt with as a civil issue, not a criminal one.
