When someone actually answers they note it as an active line and then hand the call over to a live person. Like the last person said, blocking these numbers won’t help much because the scammers fake the caller ID. Since calls come in with all sorts of area codes nowadays, it’s likely this was spoofed. They didn’t bother leaving any message.
