I wasn't really sure who it was, so I called the number back and all I got was that old dial-up noise. Sounds dodgy to me, probably some kind of scam.

I didn’t pick up, but the call kept going. I ended up catching some really muffled chatter between the woman calling and her mates on the voicemail. She had an Asian accent, but nothing clear about who she was or what she wanted. I blocked the number after that.
