This has to be a total scam. They mix up stuff like HMRC and National Insurance just to mess with you and trick you. Honestly, it’s really cruel and could scare vulnerable folks a lot. Whoever’s doing this really deserves some serious punishment!

Got a message about some NI investigation, sounded fishy. I listened then just bin’d the voicemail straight away. Totally a scam if you ask me.
