The area code here is apparently connected to some banking scam, so I’d say this is probably just spam.

This number seems dodgy to me. I get loads of calls from different +44 numbers, mostly around Cambridge. I never pick up 'cause I’m sure it’s not anyone I know, and it’s usually scammers who don’t say who they are when they ring. If I don’t have the number saved, I just consider it a scam. These calls really need to be stopped. I make sure to report each one.
