Sounds like a scam, probably linked to a phone provider. She was talking really quickly but I’m pretty certain she mentioned O2.

A bloke phoned me up with an accent I couldn't quite place, claiming to be from some company with a name he rushed through so fast I couldn’t catch it. When I asked again, he switched to saying he was from 3 Network and started chatting about my phone bill, saying he could lower it because he supposedly knew all about my current charges. He then asked what I’m paying and who my provider is. I pointed out he called me, so he must already have that info - after that, he just ended the call. Total con, I've blocked the number now.
