My phone was actually turned off but somehow this number managed to ring me? Can't explain how that happened!

I just got a call where my phone showed the caller as Smile Puppet Ministry. The person claimed they were from the National Grid’s meter enquiry team and wanted to talk to the business owner. When I pointed out that the number was showing up as Smile Puppet Ministry, he said it was just used for outgoing calls. I pressed him more, saying I didn’t believe him and that the call wasn’t really from the National Grid, then he simply ended the call. Is this some new scam going around?
