Definitely seems like a total rip-off to me.

Got a call from someone claiming to be Tom about some government-backed loft insulation. I told him that we don’t have any of that insulation up there. Then he just dropped the call. After a few minutes, he rang again with the same spiel. I ignored it and hung up, but the phone just kept ringing nonstop after that. Definitely sounds like a scam to me.
