I wouldn't put much stock in it, to be honest. I've been getting calls from a different number that eventually stopped, and now this one's appeared. I'm certain it's not related to TV licensing, as they typically communicate by post rather than over the phone. What we have here seems to be just another round of nuisance calls. These callers dial random numbers, and if they get a response, they seem to take it as a signal that the number is active-hence the incessant calling. It's the same kind of nonsense you see with those dodgy claims emails and whatnot.
