I picked up and there was complete silence, then the person just ended the call almost straight away. Tried ringing back but it just said 'the number you have dialed is not in service'.

I got a call from this number today (01171705519). When I tried ringing back, I got a message saying “Number incorrect, please try again.” I even tried calling from my landline and used the callback option on my phone, but both times it gave me the same message. Quite strange!
