Sounds like this is a landline, maybe somewhere around Dartford, Swanley or Swanscombe. Loads of people seem to say it's an annoying call, likely from some call centre pushing products or services. Seems more like they're just doing some pushy marketing rather than anything useful.

I stayed quiet for about 20 seconds when they called, then they asked if I was familiar with investment markets. When I said yes, they started offering assistance from financial experts and stuff, so I just blocked the number.
