This is definitely a call back scam. Best thing is to just block these numbers straight away. If you try ringing them back, you’ll probably end up with a huge bill and you'll just be feeding the scammers. From what I’ve seen, they use a handful of numbers, all beginning with "231 3322 60" and the last three digits usually switch up. For me, it changes pretty much every day.
