I answered right as it rang, and the person on the other end just babbled nonsense before cutting off without letting me say anything. Definitely feels like one of those scam calls, and if you try calling back, you might get hit with huge fees per second.

Like a few folks have mentioned, it just rings one and a half times then stops. The number was hidden and I've seen similar 0021 numbers popping up recently. I ended up blocking it once I missed the call. Not the first time this has happened lately.
