There was some sort of prompt to press a number, but I didn’t catch it properly since I clocked it was dodgy and hung up straight away. Used 1471 to grab the number, then looked it up in my code book under International calls: 001223 was meant to be something, but I only found places like Bahamas and Barbados, nothing ending with 23.
